The Globe Risk team is internationally recognized for developing realistic and functional training programs based on documented tactical, technical, legal and medical research. This unique approach allows both the TAC and PPCT Systems to be implemented into Globe Risk's instructional material. All the tactics and techniques taught by the Globe Risk team have been proven in during real-life application and strenuous evaluation processes designed to evaluate the effectiveness of application and instructional techniques.
The Globe Risk approach to Use-of-Force instruction is unique not only in the tactics and techniques we teach but also in the manner in which the instructional material is presented and ingrained into the student. For tactics and techniques to be effective in real world application, they must have been designed with the physical abilities of the student in mind and with awareness off what actually occurs in the situations which the student will be involved in. The Globe Risk team of instructors and course designers has been actively involved in close-quarters battle and physical conflict, and law enforcement for over a quarter of a century. These instructors rely heavily on their personal experiences and empirical data when instructing students in both defensive tactics and subject control.
Excessive Use-of-Force
As the charges of excessive Use-of-Force continue to rise, both in the policing community and private sector security, they continue to fuel expensive lawsuits. It should be obvious to even the most inexperienced observers that the majority of defensive tactics and techniques employed by law enforcement training academies and private security firms are not adequate to deal with the present day dangers and legal issues of law enforcement work.
The injuries and law suites sustained by those involved in altercations are by and large due to the lack of experience and familiarity in dealing with violent situations. If the law enforcement personnel are expected to deal effectively with unknown physical violence, they must be instructed and trained in the best possible tactics and techniques.
The "TAC" System
A Street-tested, reality-based, court-defensible, tactically-efficient system of self-defence and subject control that does not rely on strength for effectiveness.
The Globe Risk Institute is proud to present what is considers "the most effective self defence system in the world". The "TAC" System of Defensive Tactics and subject control for law enforcement personnel has been developed by a team of former military Special Forces, law enforcement used of force instructors, law enforcement tactical officers, and private sector specialists. Using law enforcement data and empirical methods of evaluation to determine what actually occurs in a Use-of-Force encounter between law enforcement officers and their subjects during a street self defence or subject control situation. All situations encounter by law enforcement personnel are dynamic by nature and not static. Each situation is unique in itself and presents a unique challenge and as such requires a unique response to each. The "TAC" System addresses the most common challenges with the tactically and technically superior tactics and techniques.
Why is the "TAC" System superior?
- Addresses the most common street aggressions and situations faced by law enforcement personnel.
- Faces the reality of the dynamic situations faced by law enforcement not fabricated situations in a vacuum.
- Utilizes leverage rather then physical strength.
- Tactically and technically superior.
- Court Defensible.
- Globe Risk guarantees proven and effective training.
Tactical research provides a base for recognizing the needs of law enforcement personnel to select proper control techniques and tactics under a variety of conditions. Tactical research has allowed the development of a subject control system based on the most common types of resistance and attackers encountered by law enforcement personnel. This approach to subject control and defensive tactics is important because it follows a strict logic process of evaluation for all tactics and techniques. Since the tactical and technical issues of training have been designed in this manner, the student is instructed in tactics and techniques based on a tactical hierarchy and not in generic "self defence" techniques. This approach to training is utilized by Special Forces and tactical unites and as such has been applied to subject control and defensive tactics.
An additional advantage of the "TAC" System is that the tactics and techniques that encompass the system take into consideration the effects of survival stress during Use-of-Force encounters. The reliance on skills which rapidly deteriorate due to survival stress, is a serious tactical error and as such, our system has been designed to address this important facet of defensive tactics and subject control, while protecting the safety of both the subject and law enforcement personnel.
Legal Research
In order for any self-defence, subject control or defensive tactics system to be viable to the law enforcement community, it must be court defensible. The TAC Systems' tactics and techniques are court defensible. TAC follows a strict yet immensely effective process of evaluation for all tactics and techniques. All tactics and techniques follow the guidelines and laws set out in the Criminal Code and in court decisions. The following four points are taken into consideration during TAC instruction.
- Did the situation require the use of physical force?
- Was the relationship between the resistance of the subject and the level of force utilized by the officer, proportional, based upon the "Force Plus One Theory"?
- Was the extent of the subject's injury proportional to the subject's level of resistance or threat to either the officer or another individual?
- Was the force applied in good faith, based upon the perceptions of reasonably trained individual, and based on the objectively reasonable facts that were available to the officer at the time of the incident?
Not only is the TAC System unique in its' approach and design of its' tactics and techniques, it is also distinctive in its instructional methodology. The TAC System of instruction is unique to all other standard forms of defensive tactics to law enforcement officers. TAC provides the most dynamic training environment possible without the associate level of physical harm. It is not acceptable in today's law enforcement environment to stand in a line and strike into the air and expect your strike to be effective when the need arises. How does the officer know what they are capable of, if they train in a static and vacuum-like environment? Globe Risk presents the TAC System in a dynamic environment like no other. Our training methodology enables the student to experience the most realistic situations while maintaining a proportionate level of safety. There is a direct correlation between the level of experience an individual has and the level of proficiency they will have in execution during a high-stress Use-of-Force encounter.
Considerations
- Consider that FBI statistics state that 86% of all street encounters end up on the ground in a grappling situation. Have you properly addressed this reality?
- Consider that the majority, if not all, of your Defensive Tactics training has been either striking or pressure pointers. How do you subdue and retain a subject who is larger and stronger then you or impaired by narcotics or alcohol. Using strikes and pressure points?
- How does a smaller and weaker officer utilize strikes against a larger subject?
- Has your system of defensive tactics been proven on the street or is it just hype and procedure? Do you want to find out when it's too late?
Design Methodology of PPCT Training Systems
As a research-based use-of-force training organization, PPCT Management Systems, Inc. has become a leader in the field of criminal justice. PPCT specializes in developing Use-of-Force training, which meets the multiple needs of administrators, trainers and practitioners. PPCTs' methodology of conducting documented tactical, legal and medical research has made it a leader in its field and is a primary reason why our training is recognized as effective in the field and defensible in the courtroom. Litigation arising from the Use-of-Force continues to be an escalating problem within the criminal justice community. Agencies now realize that defending the Use-of-Force is highly complex and requires a sophisticated response. The structure of use-of-force police, training and reporting systems are often just as important as the actions taken by an officer in the field. Accordingly, the use-of-force training method that an agency implements must have extensive documented search to successfully defend the agency in a court of law. PPCT Management Systems, Inc. is an organization designed to meet these potentially devastating demands.
The success of the PPCT Training System is based upon our unique design and research-based methodology. All of the PPCT Training Programs are based upon three design criteria. They are documented tactical, legal, and medical research.
Medical Research
The most unique aspect of the PPCT system is the broad medical research supporting the techniques. To date, there have been six medical studies examining the safety and medical implications of the PPCT subject control systems. The research has been conducted by orthopedic surgeons, vascular surgeons, dental surgeons, and neurosurgeons. The studies have been conducted thought the United States, as well as Hong Kong and Australia. This research has distinguished the quality and legitimacy of PPCT training, and has been used numerous times in the defence of law enforcement personnel and their agencies.
Instructors
Our Instructors are all PPCT-certified to an Instructor level or higher and have substantial experience in PPCT application and instruction. Our instructors are professional operators who utilize what they teach, and back up their instruction with real-world experiences.
Edged Weapons Defence
Globe Risks' edge weapons course is designed to enable the student to understand, recognize and defend themselves against various types of conventional and unconventional edged weapons. The training is conducted in a dynamic and realistic environment with emphasis placed on application of reality-based tactics and techniques.
The student will be instructed in how unconventional weapons are used, created, hidden on the body and how they can be implemented against law enforcement and civilian personnel. The course takes the student through real-time scenarios (car stops, field contacts) and will engrain in the student a better understanding of the realities of edged weapons contact as well as equip them with the basic tools necessary to deal with edged weapons conflicts.
Globe Risk prides itself on the tactical and technical integrity, quality and realism of its courses.
Weapons Retention/Disarming
The Globe Risk weapons retention and disarming training covers retention techniques equally appropriate for any weapon held in the hand, firearm, baton, OC Spray or flashlight. The student will be instructed in the techniques and tactics that will make it extremely difficult for an adversary to disarm them during an altercation while at the same time learning how they will be able to disarm their adversary. The skills learned from the retention portion of the training are utilized in a dynamic training environment to develop exceptional disarming techniques.
Retention of firearms, both holstered and unholstered are covered while in a standing position and on the ground.
Our Retention/Disarming course is conducted in a dynamic environment under progressive non-stressful conditions, thereby mimicing the demands on the individual in a real-life situations. As the course progresses, the survival stress patterns of the students are evoked and placed in action in a systematic manner, permitting them to experience the feelings and emotions which will occur under real-life situations.
